Edgardo Cárcamo Díaz

Edgardo is currently deprived of liberty in La Modelo prison, in inhumane conditions. In the cell there is a plague of mosquitoes, extreme temperatures and poor ventilation.

Edgardo Antonio Cárcamo Díaz was born on July 27, 1980; he is currently 44 years old. He is originally from Managua and is the father of a minor son. Before being arrested, he worked in a sublimation business, which allowed him to cover his needs and those of his family. He is not affiliated with any political party, has stayed away from politics and did not participate in the 2018 demonstrations.

He was arrested by police officers on August 8, 2023, for printing the photo of Monsignor Rolando Álvarez in his business at the request of a customer, who was also arrested.

When he was arrested, Edgardo was interrogated about who had ordered him to print photos of priests, whether he was sponsoring and plotting anything against the government, and who else was involved. He was prosecuted and sentenced to nine years in prison for crimes related to document forgery.

After his capture, Edgardo was held incommunicado for about 15 days without being allowed visits or his relatives knowing anything about him, which constitutes a short-term forced disappearance. The first four days he was held in District III of the Police in Managua, being interrogated at dawn and forced to remain handcuffed all the time, thus having to relieve himself.

Edgardo is currently deprived of liberty in La Modelo prison, in inhumane conditions. In the cell there is a plague of mosquitoes, extreme temperatures and poor ventilation. Food is insufficient and sometimes the food has worms or cockroaches, and the water provided is scarce, contaminated with green worms and with an unpleasant taste and smell. Visits are limited and it has few weekly outings to the sun patio. After attempting to start a hunger strike in December 2023, he was punished by prison authorities.

His ailments include diabetes, physical pain, depression, neuropathy and dental problems, memory and vision loss.  Additionally, Edgardo has sores on his feet from fungi caused by the unsanitary cell, which deserve to be treated.

Edgardo is not allowed to communicate with his lawyers, and his close relatives do not have access to his court records.

Edgardo was the only prisoner in gallery 17 of La Modelo prison who was not released on September 5, 2024. That day they took him to a visiting room while he listened in the distance as they took away all his companions. Immediately the authorities stripped him of all his food and sent him to a small cell with a person convicted of common crimes.

At the end of August 2024, Edgardo was the subject of a search along with other people considered “political prisoners”, in which he was forced to strip naked and do squats, receiving constant insults from the guards.

Considering the risks to his life and personal integrity, the Inter-American Court of Human Rights (IACHR Court) granted him Provisional Measures on October 15, 2024. The State continues to fail to comply with these measures.
