Eveling Matus Hernández

The young entrepreneur was arrested on June 25, 2024 and days later it was learned of her transfer to the Integral Penitentiary Center for Women (EPIM), where her family has requested information about her on more than 22 occasions without obtaining any response to date.

Eveling Carolina Matus, originally from Jinotepe, department of Carazo, is 36 years old and has a degree in Advertising and Marketing from the Universidad Centroamericana (UCA). She is an entrepreneurial woman, owner of a parcel delivery agency and mother of two minor children.

Eveling was arrested on June 25, 2024, without being informed of the reasons for her arrest or the corresponding arrest warrant. Police agents of the Judicial Assistance Directorate (DAJ) intercepted the car in which Eveling was traveling and arrested her and her husband.

Her business was raided by police agents of the Police Special Operations Directorate (DOEP), without a warrant. Police officers interrogated Eveling about her business and asked her if she had ever brought bulletproof vests or weapons from Miami. Subsequently, Eveling was transferred to District III of the National Police, where she would continue to be interrogated.

On June 27, 2024, Eveling’s husband was released under the warning that she would continue to be detained, and he would be under surveillance. On July 3, Eveling was transferred in a bus from the Centro Penitenciario Integral de Mujeres (EPIM). People close to Eveling went to inquire about her whereabouts, but the prison authorities told them that there was no one registered with her name. Since then, her family has requested information about her whereabouts on more than 22 occasions, but none of them have received a response. In the Judicial Complex and in the Nicarao System there is no information available to clarify the existence of any criminal proceedings against him.

Considering the serious and urgent risks to his life and personal integrity, the Inter-American Commission on Human Rights (IACHR) granted precautionary measures on October 24, 2024. Due to the State’s non-compliance, the Inter-American Court of Human Rights (IACHR) granted urgent measures on March 5, 2025, which were ratified by resolution of March 27, 2025, demanding that while the necessary administrative procedures for Eveling’s immediate release are being carried out, the State proceed to determine and unequivocally inform her relatives and trusted lawyers about her place of detention; facilitate her immediate contact with relatives and adequate communication with her lawyers; and guarantee immediate access to physical and mental health services, medicines and adequate food. To date, the State continues to be in contempt of the measures ordered by the Court.
